OptQC Selected for Tokyo Metropolitan Government Subsidy Program Supporting Business Location to Create New Industries

- Expanding Its R&D Hub to Drive End-to-End, Vertically Integrated Development of Optical Quantum Computers -

OptQC Corp. (Headquarters: Toshima-ku, Tokyo; Representative Director and CEO: Kan Takase; hereinafter "OptQC"), a developer of optical quantum computers, has been selected as a subsidized business for R&D facility development under a Tokyo Metropolitan Government subsidy program supporting business location to create new industries.

‍

Program Overview and Background / Purpose of the New Facility

The subsidy program was established by the Tokyo Metropolitan Government in FY2026 to foster new industries driving Japan's future economy. It supports the establishment of innovative R&D bases and production facilities that contribute to economic security across high-impact sectors, including AI, semiconductors, quantum computing, and nuclear fusion. For companies establishing R&D bases within Tokyo, subsidies cover up to 5 billion yen (for whole-building developments; up to 1 billion yen for leased floors). Eligible expenses broadly cover equipment, software, labor, rent, and utilities.

OptQC currently runs its core R&D base on the 15th floor of IT tower TOKYO in Nishi-Ikebukuro, Toshima-ku, Tokyo, developing and validating hardware for its optical quantum computers. Meanwhile, "MoQuren," OptQC's first domestic optical quantum computer, launched in July 2026, operates out of AIST's Global Research and Development Center for Business by Quantum-AI technology (G-QuAT) in Tsukuba, Ibaraki. Running research, development, and commercialization across separate sites has made clear the need for a faster, more tightly connected structure linking all three.

Following this selection, OptQC will expand its existing 15th-floor space (Hardware Layer: optical experiments and electrical control) and secure additional space on the 23rd floor (Software Layer: theory, co-creation, and social implementation). This expansion creates a single, integrated hub bringing together theoretical research, software development, use-case exploration, IP strategy, and business development. Combining both floors establishes a vertically integrated research, development, and business environment where prototype hardware testing directly informs theory, control systems, software, and customer applications in real time. The facility will also connect to G-QuAT and external data centers via IOWN(*1), the high-speed optical communication network promoted by NTT.

OptQC aims to create a next-generation optical quantum computing network hub where "people gather in Tokyo and knowledge connects to the world."

Comment from Kan Takase, Representative Director and CEO, OptQC

"We are honored to have been selected for the Tokyo Metropolitan Government's subsidy program supporting business location to create new industries. Bringing optical quantum computing into practical use demands a vertically integrated approach—one where hardware breakthroughs advance hand in hand with software innovation and real-world use-case development. This expanded facility brings our researchers, engineers, and business partners together under one roof, so prototyping and validation can move forward in lockstep. Working closely with the Tokyo Metropolitan Government and our partners, we will accelerate the real-world deployment of optical quantum computing and help strengthen Japan's industrial competitiveness."
